OPM recommends continued use of ACWA if an agency has not developed alternative procedures for those positions identified in Appendix D of the Delegated Examining Operations Handbook (http://www.opm.gov/policy-data-oversight/hiring-authorities/competitive-hiring/deo_handbook.pdf).
