Yes.  In accordance with 5 CFR 330.607(h), an agency may provide CTAP priority to eligible employees from another commuting area(s) after the agency fulfills its obligation to CTAP selection priority candidates in the local commuting area.  Agencies should consider this option if they have remote employees outside the local commuting area of the organization to which the employees are attached.
