Questions and answers

No.  ICTAP applies when the duty location of the JOA is within that of the ICTAP eligible applicant, regardless of whether the eligible is a remote employee.  For example: A JOA specifies the duty location is Washington, DC and two individuals otherwise eligible for ICTAP consideration apply.  One of these applicant’s duty location is within the DC metro area, and the other is in Topeka, KS.  In this example, the hiring agency must provide ICTAP consideration to the first applicant, but not to the second applicant whose official duty location is outside the duty location specified in the JOA (i.e., Washington DC).
