For an employee to be eligible for FEDVIP, you must be eligible for the Federal Employees Health Benefits Program (FEHB) or the Postal Service Health Benefits (PSHB) Program.  You do not have to be enrolled in FEHB/PSHB; you only need to be eligible for FEHB/PSHB.  You can read more about FEDVIP eligibility at www.opm.gov/healthcare-insurance/dental-vision/eligibility/.
