You can find provider directories online at www.opm.gov/healthcare-insurance/healthcare/plan-information or on the plan's website. The plans have printed copies available during the Federal Benefits Open Season.

If your agency has a Federal Benefits Open Season health fair this fall, the plans probably will be there to hand out their brochures and provider directories.
