Sometimes teleworking does not work.  If a teleworker's quality of work declines, treat it as you would any performance issue.  Review the telework agreement and give the employee a chance to improve.  If telework continues to diminish employee or agency performance even after attempts to mitigate such challenges, or if it is determined that the employee is not complying with the terms of the written telework agreement, then the manager may determine that terminating the telework agreement is the appropriate action to take.  An agency may also elect to include language in the telework agreement stating that either the manager or the employee can terminate the telework agreement for operational or performance issues.
