Conrad J. Quarles was appointed Deputy Assistant Inspector General for Investigations and to the Senior Executive Service in November 2021. In this role, he is a part of the senior management team responsible for overseeing a nationwide staff dedicated to the investigation of fraud, waste, and abuse in programs and operations administered by the U.S. Office of Personnel Management (OPM).

Mr. Quarles began his federal career with the U.S. Department of Health and Human Services, Office of Inspector General as a Special Agent in 2000. In 2008, Mr. Quarles was promoted to Assistant Special Agent in Charge of their Phoenix Field Office. In 2011, Mr. Quarles transferred to their Washington, DC Headquarters to serve as the Director of Inspection and Investigative Policy, where he was responsible for developing policies for investigative staff nationwide. He also led the internal inspection program of regional offices and led peer reviews. In 2013, Mr. Quarles became the Assistant Special Agent in Charge of their Special Investigations Branch, where he supervised sensitive and complex investigations of Department employees. In 2016, he was promoted to Assistant Inspector General for Investigations at the Office of Inspector General for the Pension Benefit Guaranty Corporation, where he spearheaded an innovative data matching project that identified deceased participants still receiving pension payments. Mr. Quarles also led the criminal investigation against the former Procurement Department Director that resulted in three guilty pleas for conspiracy to bribe a public official.

Mr. Quarles is a native of Philadelphia, PA. After playing football, he graduated summa cum laude from West Chester University in 1999 with a Bachelor of Science in Criminal Justice. He earned a Masters in Policy Management in 2013 from Georgetown University, and is also a Certified Fraud Examiner. Mr. Quarles has received recognition throughout his federal career, including several Council of the Inspectors General on Integrity and Efficiency Awards, and numerous OIG Excellence and Special Achievement Awards.
