OPM’s Federal Workforce of the Future initiative lays the foundation for the Federal government to be recognized as a model employer that empowers our workforce to solve our nation’s toughest challenges. OPM strives to be a key strategic partner to agencies, adopting new or modifying existing policies, bringing a government-wide perspective, working with employers inside and outside of government, identifying and elevating best practices, and providing technical and operational support to drive mission delivery now and in the future.

Workforce of the Future Playbook
The Workforce of the Future Playbook supports a federal workforce that is inclusive, agile and engaged, and equipped with the right skills to deliver for the American people. The Playbook provides concrete actions that agencies can take to build and equip the workforce of the future, incorporating new strategies and sharing best practices across government.

Gov2Gov Learning Series
The Gov2Gov Learning Series was created by federal employees, for federal employees, and consists of content developed to meet the unique needs, missions, and service culture of the federal workforce. The Gov2Gov learning series focuses on two highly sought out areas, artificial intelligence and mindfulness in the hybrid environment:
- Artificial Intelligence Fundamentals: Equips federal employees with a foundational understanding of artificial intelligence, which will better prepare and encourage them to engage in discussions, ask informed questions, and implement approved artificial intelligence tools within their own agencies.
- Cultivating Emotional Intelligence for a Thriving Workforce and Mindfulness in a Hybrid Environment - Purpose and Connection: Supports federal employees by integrating mindfulness strategies and practices into the federal workplace culture, thus enhancing employees’ health and resilience, performance, and leadership development.

Thriving in a Hybrid Environment
Hybrid work, which blends traditional in-office work with remote or telework, has emerged as a pivotal aspect of the future workforce paradigm. Recognizing its advantages, such as greater flexibility, enhanced employee satisfaction, and potential cost savings, OPM has developed a suite of resources to guide federal agencies in implementing and managing hybrid work environments. These resources delve into best practices, tools, and strategies to ensure that the transition to hybrid models is smooth, effective, and beneficial for both the agencies and their employees. - Thriving in a Hybrid Environment Training –This free government-wide training was developed by OPM to provide all federal employees with tools, tactics, tips, or tricks to enhance their hybrid work experience.
- Hybrid Work FAQs -This page will continue to be updated as PM releases new FAQs aligned to the hybrid work environment. FAQs include telework, remote work, pay, and labor relations.
- Hybrid Work Environment Toolkit -To support agencies and employees as they being to return to the office, OPM has developed a toolkit with information to assist in this next phase and beyond.

Workforce Planning Guide
The Workforce Planning (WFP) Guide is a resource for agency leaders, managers, supervisors, HR Specialists, and employees who are involved in analyzing the workforce, identifying gaps, as well as planning and implementing workforce action planning efforts. This big-picture tour of OPM’s Workforce Planning Model includes an appendix providing step-by-step guidance for identifying mission-critical occupations.
Workforce Planning is a systematic and continuous process for identifying the size and composition of a workforce needed to achieve an organization’s goals and objectives—a process requiring all levels of leadership and management, working in coordination with their Chief Human Capital Officers, (CHCOs), Chief Financial Officers (CFOs), and other stakeholders. Anticipating and planning for the future requires imagining and preparing to respond to a range of possible scenarios. This guidebook provides agencies with long-term planning strategies that account for uncertainties.
