  • Agency Financial Report

    The Agency Financial Report (AFR) provides an overview of OPM’s financial results to help Congress, the President, and the public assess the agency’s stewardship over the financial resources entrusted to execute its mission. 

  • Agency Performance Report 

    The Annual Performance Report (APR) provides an overview of OPM’s progress in implementing the strategies and achieving the objectives and goals in its FY 2022-FY 2026 Strategic Plan.

  • Annual Freedom of Information Act Report

    The Freedom of Information Act (FOIA) requires that each year agencies submit to the Attorney General a report covering the prior fiscal year that includes numerous details regarding the agency’s administration of the FOIA. 5 U.S.C. § 552(e)(1) (2018).

  • Annual Report on Hispanic Employment in the Federal Government

    In compliance with Executive Order (EO) 13171, this report provides the most recent statistical data on Hispanic representation in the permanent Federal workforce.

  • Annual Report of The President's Pay Agent 

    Section 5304 of title 5, United States Code, requires the President’s Pay Agent to submit a report to the President each year showing the locality-based comparability payments we would recommend for General Schedule (GS) employees if the adjustments were to be made as specified in the statute. To fulfill this obligation, this report shows the adjustments that would be required in 2024 under section 5304, absent overriding legislation or exercise of your alternative plan authority to control locality pay adjustment amounts.

  • Chief FOIA Officer Report

    The Freedom of Information Act (FOIA) requires all agency Chief FOIA Officers to report to the Attorney General on their performance in implementing the FOIA.  5 U.S.C. § 552(j)(2)(D) (2018). The Attorney General’s FOIA Guidelines, accordingly, direct the Chief FOIA Officer to report each year to the Department of Justice on the steps taken by the agency to improve FOIA operations and facilitate information disclosure.

  • Civil Service Retirement and Disability Fund Annual Report 

    This report presents information on the financial and actuarial status of the Civil Service Retirement and Disability Fund (CSRDF) in accordance with 5 USC § 8347(f). The CSRDF is established for the payment of benefits and expenses for the Civil Service Retirement System (CSRS) and the Federal Employees’ Retirement System (FERS).

  • Conference Spending Report 

    Pursuant to OMB Memorandum M-17-08, Amending OMB Memorandum M-12-12,Promoting Efficient Spending to Support Agency Operations, agencies must provide a description of all agency-sponsored conferences from the previous fiscal year (FY) where the net expenses for the agency associated with the conference were in excess of $100,000.

  • Disability Employment Statistical Report

    We are responsible for providing regular reports to the President, the heads of agencies, and the public on the progress of Federal employment for people with disabilities. The report is prepared in compliance with Executive Order 13548 Increasing Federal Employment of Individuals with Disabilities, and contains information on the representation of people with disabilities within the Federal Government and best practices of Federal agencies.

  • Federal Equal Opportunity Recruitment Program 

    OPM has the responsibility to annually report to Congress on progress under the Federal Equal Opportunity Recruitment Program (FEORP). The report is prepared in compliance with the law (5 U.S.C. 7201 and 5 CFR Part 720, Subpart B) and contains information on the representation of minorities within the Federal Government and best practices of Federal agencies. OPM is committed to, and is taking aggressive action to ensure, diversity in the Federal Government.

  • Federal Law Enforcement Pay and Benefits 

    This report responds to section 2(b) of the Federal Law Enforcement Pay and Benefits
    Parity Act of 2003, Public Law 108-196 (December 19, 2003), which calls for OPM to submit a report to Congress providing a comparison of classification, pay and benefits among Federal law enforcement officers throughout the Government and making recommendations to correct any unwarranted differences.

  • Federal Program Inventory 

    The GPRA Modernization Act of 2010 requires a central inventory of all Federal programs. The Federal Program Inventory has the potential to facilitate coordination across agencies by making it easier to find programs that can contribute to a shared goal, as well as improve public understanding about what Federal programs do and how programs link to budget, performance and other information.

  • Federal Student Loan Repayment Program 

    Section 5379(h)(1) of title 5, United States Code, requires Federal agencies to report annually to OPM on their use of student loan repayments during the previous calendar year (CY). Section 5379(h)(2) of title 5 requires OPM to prepare, and annually submit to Congress, a report containing information provided by agencies that use this human capital authority.

  • Governmentwide Gender and Racial/Ethnic Pay Gap Analysis Summary

    On June 25, 2021, President Biden signed Executive Order 14035 (86 FR 34593), titled “Diversity, Equity, Inclusion, and Accessibility in the Federal Workforce.” Section 12 of the EO requires OPM and agencies to take certain actions to address any pay inequities and advance pay equity. In response, OPM conducted analysis regarding pay gaps for groups of employees identified by both gender and race/ethnicity. This report summarizes OPM’s key findings. More detailed data is available in the appendices.

  • Governmentwide Strategy on Advancing Pay Equality in the Federal Government 

    President’s Memorandum. On May 10, 2013, President Obama signed a memorandum to the heads of executive departments and agencies (agencies) on Advancing Pay Equality in the Federal Government and Learning from Successful Practices. This memorandum directed the Director of the U.S. Office of Personnel Management (OPM) to submit to the President a Governmentwide strategy to address any gender pay gap in the Federal workforce.

  • Human Capital Review 

    Human Capital Reviews (HCRs) are annual, evidence-based reviews conducted between the Office of Personnel Management (OPM) and Chief Financial Officer (CFO) Act agencies that allow agency human capital leaders to discuss the implementation and achievement execution of human capital goals, including risks, barriers, and successful practices.

  • Inspector General Semiannual Reports and Corresponding Management Responses

    Under the Inspector General Act of 1978, as amended, Federal Inspectors General are required to submit Semiannual Reports to Congress describing the offices’ activities and accomplishments during that reporting period. The agency is required to prepare a "Management Response" to each Semiannual Report which can be viewed below.

  • Official Time Usage in the Federal Government

    Congress has recognized that “labor organizations and collective bargaining in the civil service are in the public interest” [5 U.S.C. 7101]. To better support the federal workforce, volunteer employee representatives are authorized to use their time to address workplace matters, consistent with the Federal Service Labor-Management Relations Statue.

  • Political Appointees to Nonpolitical Permanent Positions

    In accordance with the Edward "Ted" Kaufman and Michael Leavitt Presidential Transitions Improvements Act of 2015 (Public Law 114-136, March 18, 2016), OPM is required to periodically submit a report to Congress regarding requests by agencies to appoint current or recent political appointees to covered permanent career positions.

  • Report on the Use of the Federal Employee Paid Parental Leave Benefit

    This Paid Parental Leave research report examines the use of the new paid parental leave benefit for federal employees, including how many federal employees used the benefit, how many weeks of the allowed leave employees used, and what factors employees cited for taking less than the allowed amount of paid parental leave. This study was conducted as part of the agency's Annual Evaluation Plan.

  • Response to the National Academy of Public Administration Study

    This document is the official response from the Office of Personnel Management (OPM) to the National Academy of Public Administration’s (NAPA) study as directed by the National Defense Authorization Act for Fiscal Year 2020 (Act). 

  • Retirement Audit Report (Monthly)

    This report reflects the number of non-disability retirement application packages audited and the associated error rate for an agency that had at least 15 cases reviewed in a specified month in the current fiscal year.

  • Retirement Financial Literacy and Education Strategy 

    The Thrift Savings Plan Open Elections Act of 2004 (Public Law 108-469) requires the Office of Personnel Management (OPM) to develop and implement a retirement financial literacy and education strategy for Federal employees as part of the retirement training offered by OPM under 5 U.S.C. 8350.

    This report provides historical data detailing key performance variables with average processing time presented in days.
