Dear [XXX]:
We refer to your letter dated August 22, 1996, requesting compensation for your stolen vehicle. The vehicle was stolen off the street in front of the United States Agency for International Development (USAID) Project Office at 720 Avenida de Zimbabwe, Maputo, Mozambique, on July 10, 1995.
We have reviewed information received from the USAID and have concluded that we do not have jurisdiction to act in the matter. The information reveals that this is a claim under title 31 U.S.C., section 3721 and under that authority the Agencys decision to deny your claim is not subject to review by any other administrative or judicial body.
Accordingly, we are closing our file on this matter.
